The University of Calgary’s School of Public Policy has published a critical new paper on the Federal Government’s revised guidelines for investments in Canada by state-owned enterprises (SOEs) in the oil sands entitled The Impact of Foreign Investment Restrictions on the Stock Returns of Oil Sands Companies (Eugene Beaulieu & Matthew M. Saunders authors).

A new Macdonald-Laurier Institute (MLI) report caught my eye discussing whether Canada’s Internet privacy policies are overbroad and overshadow other important rights and principles, such as free expression, competition and economic growth: Finding the Balance on Digital Privacy: Toward a New Canadian Model for Data Protection in the 21st Century (authored by Solveig Singleton).

I blog on competition and advertising law for several reasons, including because I continue to find competition law related topics very interesting and, as a citizen, I think it is important to help maintain and increase the awareness of competition law and policy topics in our economy.

Canada’s CRTC, one of three federal agencies that will be administering and enforcing Canada’s upcoming federal anti-spam legislation (CASL), has issued new Frequently Asked Questions: Canada’s Anti-Spam Legislation: FAQs. CASL comes largely into force July 1, 2014.

Earlier today, the C.D. Howe Institute issued a new report on the Canada/U.S. retail price gap issue entitled Sticker Shock: The Causes of the Canada-US Price Differential (authored by Nicholas Li). This new report argues that Canada/U.S. price differences are not the result of price gouging or monopoly power of Canadian retailers, but rather Canadian government regulation, including high tariffs and supply management policies.

Earlier today, the Canadian Competition Bureau issued something a little different – its inaugural “Annual Plan”, which evidently is part of its overall transparency and compliance initiatives.

This short, strategic document includes a few interesting points. These include some current performance and enforcement statistics, including in relation to recent: information requests (8,000+); complaints (4,000+) (I had recalled this figure to have been higher in recent years); Immunity and Leniency Program applications (10 and 11 respectively); search warrants (14); and merger position statements (11).
