
Derek Ireland is an Ottawa based economist and consultant that works on projects with our firm.
Derek Ireland has a BA in Economics and Asian Studies from the University of British Columbia and an MA in Economics from Carleton University, which he received in the mid-1970s. He returned to university in the Fall of 2003 as a student in the PhD program in Public Policy at Carleton University in Ottawa Canada, and received his PhD in February 2009. His PhD research and dissertation focused on the development of competition policy, law and institutions in developing and emerging market economies – with emphasis on the evolution of competition policy and law in India and the role of the country’s business groups and other informal business institutions and arrangements in shaping India’s competition regimes.
Dr. Ireland has worked as an economist, policy analyst and manager in the Canadian public and private sectors for over 40 years. His areas of specialization include law and economics with emphasis on competition policy and law; consumer policy; intellectual property and innovation policy; regulatory reform and impact analysis; urban, regional and rural development; infrastructure development and financing; industrial and trade policy; and public administration. His current research and consulting studies are emphasizing how recent advances in economic theory can be applied in order to better understand public policy issues and challenges in such areas as competition, consumer and innovation policies and regulatory reform and impact analysis in both advanced and developing countries. He is currently conducting a longer term research program on the application of competition policy and law in developing countries with his colleague and joint author, Manish Agarwal, who is an economist from India who is currently a PhD Candidate in Business and Management at the University of South Australia in Adelaide.
His more recent positions included Senior Economist and Director of Economics and International Affairs at the Canadian Competition Bureau from 1990 to 1995; Director of Consumer Policy Research and Acting Director-General for the Office of Consumer Affairs Industry Canada from 1995- 1998; and Director, Treasurer and Senior Economist with the Canadian firm, Chreod Ltd., based in Ottawa and Shanghai China from 1998 to 2007.
Dr. Ireland is currently owner and principal consultant of his own economic policy consulting firm, and as well is a Lecturer at Arthur Kroeger College of Public Affairs at Carleton University in Ottawa Canada. His international experience includes several major consulting assignments conducted in China for the Asian Development Bank and the World Bank, as well as quite extensive research and policy development work in several other developing countries such as Malaysia, Yemen, Bangladesh, Sri Lanka, Pakistan, India and Indonesia.
